1. Acts amounting to attempt are also punishable.

2. In the case of acts amounting to attempt, the body shall reduce the sanction envisaged for the actual infringement accordingly. It will determine the extent of mitigation as it sees fi t; it shall not go below the general lower limit of the fi ne (cf. art. 16, par.2).
