Scope of Application: Time
1. The fi rst title of this code (material law) applies to facts that have arisen after it has come into force. It also applies to previous facts if it is more favourable for the perpetrator of the facts and if the judicial bodies of FIFA are deciding on these facts after the code has come into force.
2. The second title (organisation and procedure) applies as soon as the code has come into force, subject to the provisions of art. 154.
