1. The bodies will have absolute discretion regarding proof.

2. They may, in particular, take account of the parties’ attitudes during proceedings, especially the manner in which they cooperate with the judicial bodies and the secretariat (cf. art. 116).

3. They decide on the basis of their personal convictions.
