Commencement of Proceedings
1. Disciplinary infringements are automatically prosecuted.
2. Any person or authority may report conduct that he or it considers incompatible with the regulations of FIFA to the judicial bodies. Com- plaints may not be made orally.
3. Match offi cials are obliged to expose infringements which have come to their notice.
