1. Acts amounting to attempt are also punishable.

2 In the case of acts amounting to attempt, the body shall reduce the sanction envisaged for the actual infringement accordingly. It will determine the extent of mitigation as it sees fi t; it shall not go below the general lower limit of the fi ne (cf. art. 16, par.2).
