Article 147
Appeal
1. Both the body requesting extension of the sanction and the person affected by it may appeal against it.
2 A reasoned appeal shall be lodged within four days of receipt of noti- fi cation of the decision.
3 Any grounds for complaint may only refer to the terms set out in art. 142 and 143. It is inadmissible to question the substance of the initial decision. Subsection 4. Procedure to be followed in combating doping
