Oral Statements, Procedure
1. The chairman decides on the sequence of the oral statements.
2 Once the preliminary proceedings have ended, the chairman allows the person against whom proceedings are being conducted a fi nal opportunity to speak.
3 The oral statements terminate with the parties’ closing statement.
