Commencement of Proceedings
1. Disciplinary infringements are automatically prosecuted.
2 Any person or authority may report conduct that he or it considers incompatible with the regulations of FIFA to the judicial bodies. Com- plaints may not be made orally.
3 Match offi cials are obliged to expose infringements which have come to their notice.
