Article 40
General Rule
1. The body pronouncing the sanction decides the scope and duration of it.
2 Sanctions may be limited to a geographical area or to one or more certain catego- ries of match and competition.
3 Unless otherwise specified, the duration of a sanction is always defined.
4 When deciding the sanction, the body will take account of all of the circumstances of the case, in particular the age of the person sanctioned, his record, personal situ- ation, culpability (intentional or negligent), the reasons prompting him to commit the infringement and the degree of seriousness of the infringement.
