1. The bodies will have absolute discretion regarding proof.

2 They may, in particular, take account of the parties’ attitudes during proceedings, especially the manner in which they cooperate with the judicial bodies and the sec- retariat (cf. art. 116).

3 They decide on the basis of their personal convictions.
