Independence
1. The judicial bodies of FIFA pass their decisions entirely independently; in particular, they shall not receive instructions from any other body.
2. A member of another FIFA body may not stay in the meeting room during the judicial bodies’ deliberations unless they have explicitly summoned him to attend. 56
