Commencement of Proceedings
1. Disciplinary infringements are prosecuted ex offi cio.
2. Any person or body may report conduct that he or it considers incom- patible with the regulations of FIFA to the judicial bodies. Such com- plaints shall be made in writing.
3. Match offi cials are obliged to expose infringements which have come to their notice.
