Amendments to the FIFA Clearing House Regulations and the Procedural Rules Governing the Football Tribunal
Dear Sir or Madam,
We are pleased to inform you of an amendment to the FIFA Clearing House Regulations (FCHR) and various amendments to the Procedural Rules Governing the Football Tribunal (Procedural Rules) , which were approved by the FIFA Council at its meeting on 17 December 2025.
The following paragraphs briefly set out these amendments.
Amendment to the FCHR
Since the launch of the FIFA Clearing House in November 2022 , over USD 400 million has been paid out to almost 3,000 training clubs through FCH .
T he information available shows that a substantial proportion of training rewards concern very small amounts (on some occasions , even less than EUR 1), covering cases where a player has been registered with the training club for a very short period of time.
Indeed, entitlements below EUR 100 account for 13.3% of the total number of payments but only
0.05% of the total money allocated.
In view of the above and to streamline operations and process payments even more swiftly for the benefit of stakeholders , a threshold of EUR 100 has been introduced , below which entitlements to training rewards will be considered discarded and will not be included in an allocation statement .
The aforementioned amendment concerns article 12 paragraph 4 of the FCHR.

S everal minor amendments to the Procedural Rules were approved to codify existing practices and clarify applicable procedures, thereby ensur ing consistency and predictability in the work of the Football Tribunal. The amendments concern the following topics :
• A pplicable law : Removal of t he term “specificity of sport” to align with the FIFA Regulations on the Status and Transfer of Players , in the context of the introduction of the interim regulatory framework
• Composition of the Football Tribunal : In reference to the fact that t he Football Tribunal is composed of different chambers, each with a chairperson and one (or more) deputy chairperson(s) , codification of the existing practice in the sense that some chambers may have additional deputy chairpersons
• Preliminary procedural matters : Clarification of t he circumstances in which expedited decisions may be rendered
• Mediation : Codification of who may propose mediation in a dispute and who may ratify a settlement agreement
• Regulatory applications : C onfirmation that requests regarding the release of players to representative - team duty must be submitted to the Players’ Status Chamber via the FIFA Legal Portal
• Requests for eligibility or a change of association : Introduction of a new article clarifying the procedure, channel and deadlines for requests related to the eligibility of a player to play for a representative team or a change of association
The aforementioned amendments concern article 3, article 4 paragraphs 3, 4 and 5, article 19 paragraph 1 b), article 26 paragraphs 1 and 3 , article 29 paragraph s 1 f) and 2 b), and a new article 31.
Entry into force of the amendments
All the amendments outlined above ( to both the FCHR and the Procedural Rules ) enter ed into force on 1 January 202 6 , as reflected in article 26 of the FCHR a nd a rticle 35 paragraph 1 of the Procedural Rules .
